The cold and blustery weather can be deadly for both pets and plants left outside. Experts say homeowners just need to take the proper precautions.

The Cumberland County SPCA is sponsoring a Hearts for Homeless Pets campaign during the month of February. Purchase 3 hearts for $2 or $1 each and write your own Valentine message. The hearts are used to decorate a dog kennel or cat cage of your choice.
